PROBLEM TO BE SOLVED: To provide an electrification member of a proximity electrifying system and a cartridge having the same, preventing deviation in the electrical resistance value, bleed-out of conductive agents, sticking of toner, and electrification failure associated therewith, and being superior in a surface property, mechanical strength and durability, and having a low environmental load, and to provide an image forming apparatus having this cartridge.;SOLUTION: In the electrification member, which includes a conductive support 1, an electrical resistance adjusting layer 2 covering the conductive support 1 and composed of a thermoplastic resin composition in which a polymeric ion conductive agent is dispersed, and a protective layer 3 covering the surface of the electrical resistance adjusting layer 2, the protective layer 3 is composed of a resin material, in which ceramic fine particles are dispersed. The ceramic fine particles are preferably composed of at least one kind of inorganic compound selected from among aluminum oxide, silicon oxide, zirconium oxide, antimony oxide, and titanium oxide.
