PPROBLEM TO BE SOLVED: To improve the customer satisfaction of the user of a game company and an ISP by providing network information of a high quality and high customer satisfaction to the game company and the ISP. PSOLUTION: This game opponent introduction server 2 is provided with a data base 21 storing RTT, jitters and throughput calculated from the quality information, route information and geographic information of a network 1 connected by information communication terminals 1 to 49 housed in game company servers 31 to 33 or ISP servers 11 to 15. Thus, the introduction server 2 extracts an optimal game opponent, provides information of the optimal game opponent, provides fault information in network services, and statistically works and provides network information about the optimal game opponent. The introduction server 2 compares characteristic which is required by the information communication terminal with data in the data base 21, extracts the optimal game opponent of each application, and transmits information data about the optimal game opponent to the information communication terminal.
