PPROBLEM TO BE SOLVED: To provide a load identifying device, a load identifying method, and a control system design assisting method that makes it possible to easily identify and models load characteristics by a simple structure. PSOLUTION: This load identifying device is provided with a current detector 9 that detects a current of a motor, a motor load torque operation part 11 that calculates a motor load value from a current value detected by the current detecting portion 9 and a motor constant, a frequency analyzing portion that analyzes a frequency to the motor load value, a frequency extracting portion 14 that extracts a frequency from the result of the analysis conducted by the frequency analyzing portion, and a time function converter 15 that converts each extracted frequency into a time function.
