When the cross section which is parallel to an xy plane is observed, a plurality of regions A has a high refractive index, is surrounded by regions B to D and arranged in a grid shape. The regions A to D are extended along a z axis direction. The refractive index of the region A is larger than the refractive index of each of the regions B and C.
