PROBLEM TO BE SOLVED: To activate out-of-the-box industry such as business, plan, creation, volunteer unfeasible by an individual by being provided with other factors without being owned by himself or herself by using the Internet by permitting presentation of factors owned by the individual.;SOLUTION: Outline and the like are presented by a proposer of an agenda, and a policy is fixed by voting actions of voters to an intermediate plan constructed through discussion. Voting and fund provision are accepted for the final plan rendered through further discussion, and funds collected based on provision intention are managed to various necessary tasks until starting of each plan by a negotiator or a negotiation organization inside or outside a requested network in the name of the contract of each individual described on a plan.
