PSOLUTION: This decoder provided with a reverse data formating part for obtaining a code data input from an encoder of a transmitting side and a coefficient bit modeling part for outputting inverse transformation object data to an inverse transformation system processing part from decoded encoded information is provided with a decoding part which sequentially obtains encoded data broken down into prescribed data decoding units obtained by the data formating part, decodes a specified value while filling the specified value in the place of the encoded data when the encoded data to be fetched is obtained no more on the way, confirms whether to be able to correct the fetched specified value, and corrects the specified value to an instructed correction value to decode the correction value, outputting the decoded correction value to the coefficient bit modeling part, and with a code correcting part which sequentially stores normal encoded data obtained after filling the specified value as the correction value and instructs replacement correction if the correction value corresponding to the confirmed specified value is not stored with respect to confirmation as to the acceptance/rejection to correct the specified value feteched from the decoding part.
