PROBLEM TO BE SOLVED: To provide a pay-per-view accounting system for enabling a user to view pay-per-view broadcasting with viewing restriction such as BS digital broadcasting without performing a complicated operation.;SOLUTION: A TV receiver 2 converts pay-per-view applicant information recorded in a B-CAS (broadcasting-conditional access system) card 23 and information such as a designated charged channel into image codes in a code image generation function 22 and displays the image codes on a screen 21. A portable telephone set 1 reads the image codes displayed on the screen 21 by a camera device 13 and uses an HTTP communication function of a Java (R) application 12 to transmit data acquired from the image codes to a broadcasting station (accounting center) 3 as a viewing request. The broadcasting station (accounting center) 3 determines a viewer, determines a program charge from information of a charged channel, charges the target viewer, generates information for viewing and returns the information to the portable telephone set 1.
