PROBLEM TO BE SOLVED: To improve the water holding property and air permeability of a seeding and planting foundation bed, prevent the occurrence of cracks, and prevent slip by coarsely crushing vegetable wastes with a smasher, then grinding down them with a crusher. SOLUTION: Vegetable wastes W are coarsely crushed by a smasher 3, then they are put into the crush section of a crusher 4 and ground down by the rotation of outside crushing teeth and inside crushing teeth, and the protoplasm is molded into a binder 5 having the length of about 100 mm or below and into the size of about 5 mm or below. Organic sludge 6, pulp refuse burned ash 7, and pyroligneous acid 8 are added to the fiber-like binder 5, and the mixture is fermented, decomposed, and kneaded into compost 10. Devil's tongue flying powder 11, seeds 12, and a coating fertilizer 13 are added to the compost 10 to form a fixed foundation bed material 14, and it is sprayed to a slope 1 by a mortar spraying machine 15 to form a seeding and planting foundation bed layer 2. The binder 5 has an effect to improve the water holding property and air permeability of the seeding and planting foundation bed layer 2 and an effect to prevent the occurrence of cracks and slips.
