PROBLEM TO BE SOLVED: To easily and rapidly execute an earthquake-resisting wall capable of following the deformation of a peripheral frame while keeping a high resis tance and demonstrating the large energy absorbing performance, to eliminate the reinforcing bar arrangement work and any complicated joining work with a peripheral frame, and to considerably facilitate the execution by using a highly tough FRC material (short-fiber reinforced cement composite material).;SOLUTION: In a frame 1 comprising a steel column 2 and a steel beam 3, a joining stud bolt 5 is arranged on the steel beam 3.
