PROBLEM TO BE SOLVED: To easily make a repairing plan for preventing a large accident such as stopping operation by quickly and surely preventing the large accident such as atmospheric diffusion of toxic gas, by detecting ignition abnormality of a flare stack even in operation of a factory.;SOLUTION: A secondary side current of an exciter 1 is measured by inserting a shunt resistance 4 into an exciter secondary side lead wire.
