PROBLEM TO BE SOLVED: To make it possible to smoothly connect voices at an decoding side even when the thinning/drawling processing of a frame is required in order to absorb jitters.;SOLUTION: The storage place of voice data taken out from a reception packet is calculated and stored in a buffer 21. In this case, a jitter buffer magnifying/reducing determining part 22 determines the propriety of thinning or drawling with respect to voice data in the reception packet, based on the jitter value of the reception packet, and generates a drawling or thinning request. A jitter buffer control part 23 reports the generation of thinning/drawling to a voice decoding part 18, operates the pointer of the buffer 21, and performs the drawling/thinning processing.
