PPROBLEM TO BE SOLVED: To provide a vehicle management system which manages vehicles by using IDs that radio mobile stations set to vehicles send, in entry/exit management of a parking lot etc., wherein the system can be used without previously applying and issuing operations for ID cards by using more inexpensive radio mobile stations. PSOLUTION: A mobile station communication device installed on a moving body side such as a vehicle holds unique identification information such as a manufacture is serial number and a radio call code and is enabled to send it by radio to a base station side. While the identification information of the mobile station received by a base station communication device is registered in a vehicle management information recording means by a vehicle management device, a medium where identification information unique to each issue medium is issued to the user of the vehicle. Or identification information recorded on a medium that the user has is read out, and recorded and managed in association with the identification information of the mobile station communication device.
