PROBLEM TO BE SOLVED: To save labor for recovering independently upon human power, in a short time, and without making removed remaining bulky, by incising the remaining paper by a plurality of layers and tearing down by means of a rotary blade which can reciprocate extending over the full length of paper width in the paper width direction of remaining paper and cut in the remaining paper in the radial direction.;SOLUTION: Since a base plate is provided with a rotary blade 31, the rotary blade 31 cuts off remaining paper P from the right end to the left end extending over a plurality of layers while abutting on the remaining paper and rotating. The cut paper at spreading an opening right and left and falling, is guided with the guide plates 54, 54' of a cut paper guiding device 52 and downward slippingly discharged, When the paper is cut off up to the left end by the rotary blade 31, and AC servomotor 4 is operated to bring down a beam 11 by the cut-in stroke of the rotary blade 31, a geared motor 27 is reversely rotated, and hence the base plate runs in the reverse direction to continue the work by the rotary blade 31.
