PROBLEM TO BE SOLVED: To obtain a temporary hair dye, safety for human body excellent in dispersibility of pigment, sticking tendency, having properties such as slow sedimentation velocity, etc., by dispersing black titanium oxide without using a specific dispersing agent and without using carbon black or graphite. ;SOLUTION: The black titanium oxide is dispersed in a solvent of C≤4 alcohol using copolymer of N-methacryloylethyl-N,N'-dimethylammonium.α-N- methylcarboxybetaine and butylmethacrylate as the dispersing agent. The black titanium oxide is formulated in amount of 0.3-10%, preferably 2-8% in a primary hair dying agent, though black titanium oxide alone can dye white hair, but natural colored hair is obtained by combined use of red iron oxide, yellow iron oxide, black iron oxide allowing to tone to brown color form tinged with red or yellowish black. The mixing ratio of at least one kind of pigments selected from red iron oxide, black iron oxide and yellow iron oxide with black titanium oxide is preferably more than 10wt.%. of black titanium oxide based of the pigments.
