PROBLEM TO BE SOLVED: To provide a liquid leakage prevention means capable of certainly preventing a harmful substance contained in a solvent or the like used in industrial facilities from penetrating in the ground and to economically execute the liquid leakage prevention means in an execution stage for constructing the foundation of industrial facilities as a labor-saving construction method because the liquid leakage prevention means is easy to incorporate as a leaked liquid measure. ;SOLUTION: A liquid leakage prevention and cleaning apparatus is provided in a foundation ground of the spread foundation of industrial facilities.
