PROBLEM TO BE SOLVED: To secure and facilitate a safe process of forming a water-impervious layer by mixing a setting material into viscous earth, packing this fluidized viscous earth into each water-permeable bag to which a degradable sheet enclosing a highly water-absorptive polymer is attached, dropping the bags onto specified position on a revetment in the sea, and piling them up. ;SOLUTION: Viscous earth and a setting agent are mixed in a mixer plant 8 and packed into a water-permeable bag 10. The bag 10 comprises a bag 24 made from water-permeable chemical fibers and a degradable sheet 25 mounted on the outer periphery of the bag and enclosing a highly water- absorptive polymer. When the bags are piled up in sewater, setting components leaching out of the viscous earth in the water-permeable bags 24 enter the bags 24 and the spaces between the bags 10 to form a water-impervious layer. The degradable sheets 25 around the bags 24 degrade in about a month, and the highly water-absorptive polymer therein comes into contact with the sewater and swells to completely close the spaces between the bags 10 to block water.
