PROBLEM TO BE SOLVED: To decide a polling interval as short as possible in accordance with a response delay in a network.;SOLUTION: This system has a polling response delay measuring part 1c for measuring polling response delay and sequentially recording the (i)-th polling response delay as Ti, a polling response delay fluctuation calculating part 1e for calculating the latest response delay fluctuation on the basis of the data of the time Ti (i=1,..., n) from the past of fixed time to the present time, and a polling interval deciding part 1f for calculating a polling interval to satisfy requested measuring accuracy under the response delay fluctuation.
