The present invention provides, in one embodiment, a transfer resistant cosmetic composition, which may also be pliable and/or comfortable to wear upon application to a substrate, and which also exhibit unexpected increases in Sun Protection Factor, and contain at least one structuring polymer, at least one at least one sunscreen agent, a silicone elastomer powder comprising a silicone elastomer core coated with a silicone resin, and a swelling agent for the powder. These compositions may be used cosmetically, dermatologically, and pharmaceutically.
