The invention is an apparatus for treating a gas containing organicsubstances such as solvents to remove the substances in order to preventenvironmental pollution. The invention addresses several problems found inexisting systems where organic solvents are not eliminated to the desirablelevel in a waste water stream. The apparatus of the present invention fortreating a gas containing a substance to be decomposed comprisesadsorption means equipped with an adsorbent for adsorbing the substance tobe decomposed, steam introduction means for bringing steam into contactwith the adsorbent, condensation means for obtaining a condensed liquidcontaining the substance to be decomposed from the steam containing thesubstance, a reaction tank, condensed liquid supply means for supplying thecondensed liquid to the reaction tank, hypochlorous acid supply means forsupplying a solution containing hypochlorous acid to the reaction tank, andlight irradiation means for irradiating the reaction tank with light.
