A ticket issuing system includes: a ticket issuing server configured so as to be communicable with a user mobile telephone and a service provider authentication terminal device; and a ticket medium containing an electronic medium having predetermined identification information recorded as digital data, and a printing medium where a service content provided to a user, the predetermined identification information, and a predetermined mail address are printed. The ticket issuing server includes first storage means for storing the predetermined identification information and user personal information while correlating them to each other and second storage means for storing novelty data as novelty provided when a ticket is purchased.
