The invention disclosed relates to a process for delivering oxygen to the cathode of an MEA of a PEM fuel cell, comprising providing oxygen in the form of superoxygenated water at concentrations of between 50 and 200 ppm. Also disclosed is a PEM fuel cell, comprising an anode, a cathode, a solid polymer electrode (SPE) therebetween, and a gas diffusion layer (GDL) provided on both the anode and cathode, means for delivering hydrogen to the anode and means for delivering oxygen to the cathode in the form of superoxygenated water at a concentration of 50-200 ppm.
