Disclosed is an oxygen reduction electrode with excellent catalytic power for oxygen reduction. Also disclosed is a method for producing a manganese oxide nanostructure which is composed of secondary particles as agglomerates of primary particles of manganese oxide and has catalytic power for oxygen reduction. The method comprises a step wherein a target plate of manganese oxide is irradiated with laser light for separating the constituting material from the target plate and depositing the thus-separated material on a substrate which is arranged substantially parallel to the target plate.
