There are uncertainties to be presented for a kind of allocating resources. This method assembles Deterministic Methods and initially creates and optimize situation. The present invention is using cluster, row search, statistical sampling, not inclined optimization. Cluster is converted into simple subproblem for dividing assignment problem, for determining that optimum allocation is quick. Optimum allocation is used for the line that a subproblem is used to define search space; Line search is allocated more than eternal biggish subproblem for optimizing. Sampling be used to develop guide beacon scheme and generate and assess those for distributing. Optimization becomes both to consider to constrain, and positive and negative branch is in violation of rules and regulations. Using capacity planning, organizational resources distribution, and financial optimization is presented.
