The invention concerns a protein and beta glucan hydrolysate obtainable by: a) suspending in water ground oat grains or oat bran or oat flour enriched with bran; b) acidifying the suspension and maintaining the pH for at least 20 minutes; c) neutralising and slightly alkalinising the suspension; d) hydrolysing the suspension by adding a protease and a glucanase during at least 4 hours; e) acidifying the resulting hydrolysate and maintaining the pH for at least 20 minutes; f) separating the liquid phase from the solids. Said hydrolysate contains 10 to 20 % of peptides relative to dry matter and 55 to 75 % of total sugars relative to dry matter. The invention also concerns the method for making same and the use thereof in cosmetics in particular for soothing hyper-reactive and irritated skins.
