A catalyst for the steam reforming of a hydrocarbon compound which comprises a carrier containing (a) alumina, (b) ceria, and (c) baria and/or magnesia as components, and rhodium being carried on the carrier; and a hydrogen production apparatus and a fuel cell system which use said catalyst. The catalyst allows the purge operation during the stop or the like of a hydrogen production apparatus to be carried out advantageously.
