PURPOSE: A method for creating a data rate control information in a mobile communication system is provided to enable a base station to transmit data rate control information to each mobile station by using an algorithm for adjusting the transmission data rates of reverse link channels of the mobile stations, so that the system stabilization of the present reverse link can be maintained in the base station. CONSTITUTION: A base station sets RCBs(Rate Control Bits) for n numbers of mobile stations as "STAY"(S10) and arranges the mobile stations in the order of priority_up(S11). At this moment, k is set as 0. The base station calculates the system load(S12). In case that the calculated load is larger than TH_down, the base station sets RCB(k) as "DOWN" and updates Priority(k) for associated mobile stations(S14). Then the base station increases k by 1(S15) and judges whether the increased k is equal to or smaller than n, the number of mobile stations(S16). If the increased k is larger than n, the base station selects m numbers of mobile stations of which their respective MSIBs(Mobile Status Information Bits) are set as "UP"(S17).
