PURPOSE: A method and a system for controlling a reverse link rate in a CDMA 1xEV-DO mobile communication system are provided to determine a reverse activate control bit by using more than one of measured ROT(Rise Over Thermal) values, the number of communicating users, and self cell interference rates, and to transmit the determined bit to a terminal, thereby controlling a reverse link rate. CONSTITUTION: A wireless base station measures an ROT value(S200), and compares the measured ROT value with an ROT threshold value(S202). If the measured ROT value is bigger than the ROT threshold value, the wireless base station compares the number of communicating users with a user threshold value(S204). If the number of the communicating users is smaller than or equal to the user threshold value, the wireless base station sets a reverse activate control bit to 0, and sends the set bit to terminals(S208).
