PURPOSE: An interlayer noise-proof agent is provided to facilitate construction and to maximize a noise-proof effect, a sound isolation effect, a vibration-proof effect, a damping effect, and a thermal insulation effect. CONSTITUTION: An interlayer noise-proof agent includes a binder having excellent bonding force bonding with a filler agent and having viscoelasticity; a noise insulation or noise-proof filler agent; a damping or vibration-proof filler agent; and a dispersing agent. The bonding agent is more than one selected from such a water dispersing polymer as emulsified asphalt, emulsified polymer asphalt, re-emulsified power-type resin, latex, an acrylic emulsion, an ethylene-vinyl acetate emulsion, and a urethane water dispersing agent.
