PURPOSE: An intelligent traffic management system connecting to an optimal connection path and a method thereof are provided to connect a user terminal to a service center having the optimal connection path by comparing/analyzing system resources and hardware/software defect states of the service servers in the POPs(Point Of Presence). CONSTITUTION: A GLB(Global Load Balance) agent(33) generates the GLB information including values operating a connection distance and a ping time between a user terminal(1') and each POP(30) by using the IP(Internet Protocol) information. An SLB(Server Load Balance) agent(32) periodically collects the SLB information comprising system resource information and port session information. A traffic management server(20) controls/manages the POPs, and searches an optimal POP/service server(31) by using the GLB and the SLB. The user terminal is equipped with a client agent program(10) extracting the domain information of the service server and the IP information of the corresponding traffic management server from a domain database, and transmitting a connection request signal comprising the extracted domain information to the corresponding traffic management server through the Internet(2).
