PURPOSE: A VoIP(Voice over Internet Protocol)-based surveillance service providing system and method are provided to facilitate interworking with various application services of a VoIP and provide a service without an additional protocol in interworking with and extending to a different system by using an SIP-based message among various function processing modules. CONSTITUTION: An event and control processing module(13) receives information on a generated event obtained through image monitoring and a sensor from an IP terminal(15) located in a subscriber premise through a VoIP service, sends a corresponding announcement message, and transfers a control command with respect to the IP terminal(15). A call and message processing module(11) receives the announcement message according to the generated event and selectively performs call connection or message transmission by using set information of the subscriber. A state processing module(12) checks a state of the subscriber or a state of the IP terminal(15) and provides it to the call and message processing module(11) or to the event and control processing module(13). A media processing module(14) performs media processing such as cooperative data processing, an application service sharing function and multi-point call connection with respect to the IP terminal(15) according to a request received from the call and message processing module(11).
