PURPOSE: A system for issuing certificates using an Internet based licensed certificate and a certificates issuing method using the same are provided to realize mutual certification through electronic signature and safely distribute certificates documents in real-time by certificating a user with the Internet based licensed certificate and issuing the certificate encrypted in a safe encryption method. CONSTITUTION: A certificate database(1300) includes various kinds of certificate forms issued from various kinds of public institutions and enterprises. A user supporting device(1100) provides the certificate as an encrypted electronic file to a user requesting issuance in real-time through an Internet web site and processes price settlement. A certificate issuance driving device(1200) controls the user supporting device and the database, and generates/transmits the certificate requested from the user to the user supporting device as the encrypted electronic file. The certification issuance driving device comprises a web server, a web page generation/transaction processor, and an encrypted electronic document generator.
