PURPOSE: An apparatus and a method for detecting a phase change of clock signals using a delay of clock signals are provided to fine-control a phase-shifted clock signal by estimating a time duration of the phase shift of the clock signal. CONSTITUTION: An apparatus for detecting a phase shift of clock signals using a delay of clock signals includes a clock signal delay portion(310) and a phase shift detector(320). The clock signal delay portion delays an input clock signal by a maximum delay time and a minimum delay time within a predetermined phase shift detection time, to output a maximum delay clock signal and a minimum delay clock signal. The phase shift detector detects a phase shift by acknowledging a rising edge of the clock signal while using the maximum delay clock signal and the minimum delay clock signal as references for a predetermined phase shift detection time. The phase shift detector outputs the detected result as a phase shift output signal.
