PURPOSE: An apparatus and a method are provided to achieve in-advance prevention against accident by permitting a worker to recognize position of himself and train and alarming risk of accident through an alarm unit. CONSTITUTION: An apparatus comprises a first position related information receiving unit(110) for receiving position related information of a train approach alarm(100) carried by a worker, from a plurality of GPS satellites(400); a position information calculation unit(120) for calculating position of the train approach alarm on the basis of the position related information of the train approach alarm; a second position related information receiving unit(130) arranged in the vicinity of the train approach alarm, and which receives the present block signal information of the approaching train from an adjacent station communication device(200) disposed in the approaching train side; a railroad geographic information database unit(140) for storing railroad geographic information created on the basis of a block signal installed on a railroad; and an alarm unit(500) for issuing alarm by using the position of the approaching train obtained from the railroad geographic information, on the basis of the position of the train approach alarm and the present block signal information of the approaching train.
