PURPOSE: An apparatus and a method for testing a network operation and management function is provided to test whether various optical transmission apparatus manufacturers' network operation and management functions follow international standardization recommendation and normally operate during a short period by using network operation and management function definition and function test data. CONSTITUTION: A GDMO(Guideline for the Definition of Managed Objects) compiler compiles a GDMO for the network operation and management of optical transmission apparatuses defined in the ITU-T(International Telecommunications Union-Telecommunication standardization sector) and forms management information. This management information is stored in a management information DB(140). An IDL(Interface Definition Language) compiler(120) uses a CORBA interface defined in the OMG(Object Management Group), compiles an IDL defined between an EML(Element Management Layer) and an NML(Network Management Layer) for the network operation and management of optical transmission apparatuses defined in the TMF(TeleManagement Forum), and creates a management function library. This management function library is stored in a management function library DB(150).
