APPARATUS AND A METHOD FOR RATE-DISTORTION OPTIMIZATION IN A MOVING PICTURE COMPRESSION ENCODER TO ENHANCE PERFORMANCE OF THE MOVING PICTURE COMPRESSION ENCODER

PURPOSE: An apparatus and a method for rate-distortion optimization in a moving picture compression encoder are provided to enhance performance of the moving picture compression encoder by using an objective picture quality evaluation numeric approximating a subjective picture quality evaluation numeric. CONSTITUTION: A rate-distortion optimization apparatus is applied to a moving picture compression encoder. A picture quality evaluation unit(10) computes an objective picture quality evaluation numeric approximating a subjective picture quality evaluation numeric. An optimum distortion-computing unit(20) receives the objective picture quality evaluation numeric from the picture quality evaluation unit and computes a distortion value optimized according to a bit-rate of an object moving picture and a predetermined weight. Herein, a parameter group applied to the rate-distortion optimization apparatus is extracted by an output value from the optimum distortion-computing unit.
