PURPOSE: A method and a device for controlling a real-time speed of a data transmission network are provided to enable a child client to transmit maximum speed, requested speed, and current speed data to a parent client, so that the parent client can transmit calculated maximum speed, requested speed, and current speed data to the child client, thereby buffering continuous data by controlling each node speed. CONSTITUTION: A server assigns a parent client to a child client at the request of the child client.
