PURPOSE: A solidifying agent for industrial wastes and a method for manufacturing a colored aggregate or a structure using the solidified industrial wastes are provided to reduce production cost while maintaining strength of the resulted structure, and to prevent environmental pollution when used as a marine structure due to reduced release of toxic materials. CONSTITUTION: The solidifying agent for industrial wastes comprises: 10-20vol% of a first aqueous solution of polymethacrylate; 10-20vol% of a second aqueous solution of polymethacrylate; 5-15vol% of an aqueous solution of 30wt% aluminum sulfate; 1-10vol% of an aqueous solution of 5wt% calcium oxide; and 45-65vol% of water. The method for manufacturing a structure comprises: weighing and feeding industrial wastes, cement, the above-mentioned solidifying agent and coloring agent; blending them to provide a mixture; and introducing the mixture into a casing made of fiber.
