PURPOSE: A method for controlling a transmit power of a GSM terminal is provided to set a reference level for a cell power receiving level of a base station, and to transmit a signal at a preset output level to the terminal if a measured receiving level is bigger than the reference level, thereby removing TDMA noise and radio interference between terminals. CONSTITUTION: A terminal measures a cell power receiving level of a signal received from a base station(S10), and sends data on the measured cell power receiving level to the base station(S20). The base station receives the data, and transmits a parameter value for a transmit output level to the terminal(S30). The terminal compares the measured cell power receiving level with a preset reference level(S40). If the cell power receiving level is bigger than the reference level, the terminal sets an AGC value(S50), and transmits a predetermined signal to the base station at an output level in accordance with the set AGC value(S60).
