PURPOSE: An optical compensating film, a polarizing plate, and a liquid crystal display are provided to realize a viewing angle of 80 deg. or more in a whole direction while reducing generation of red light in black display, and improve display characteristics. CONSTITUTION: An optical compensating film(2) has optical anisotropic layers on a support having optical biaxial. More than one optical anisotropic layer is formed by aligning a liquid crystal compound at an average tilt angle of 4 deg. or less. A retardation value R0(λ) of a film phase is 40 nm to 130 nm at wave length of 589nm, 35 nm to 125 nm at wave length of 600 nm, 35 nm to 120 nm at wave length of 630 nm. A retardation value R1(λ) of a film thickness direction is 120 nm to 400 nm in a range of wave length of 500 nm to 630 nm. R0(589), R0(600), and R0(630) satisfy the following expression; 1.0 B 7.0, B=(R0(589)-R0(630)/R0(600)-R0(630)).
