PURPOSE: An apparatus and a method for encoding and decoding images are provided to efficiently encode and decode images by using weights adjusted adaptively to a bit number expressing pixels of images. CONSTITUTION: An encoding unit adjusts a plurality of weights adaptively to a bit number expressing pixels of a current image, operates pixel values of blocks similar to a pixel value of an interested block among blocks included in a previous image with the adjusted weights to predict the pixel value of the interested block, and encodes the pixel value of the interested block by using the predicted pixel value. A decoding unit adjusts a plurality of weights adaptively to the bit number, operates pixel values of blocks similar to a pixel value of the interested block among blocks included in a restored previous image with the adjusted weights to restore the predict pixel value of the interested block, and decodes the pixel value of the interested block by using the restored pixel value.
