PURPOSE: A motion vector error correcting method and apparatus, and a recording medium having a program for realizing the method are provided to adaptively correct the motion vector of a corresponding block in consideration of motion vectors and image characteristics of surrounding blocks to improve motion vector correction efficiency of each block. CONSTITUTION: A motion vector correcting apparatus includes a pattern detector(440) and a motion vector corrector(460). The pattern detector detects whether the current block has a pattern or not. The motion vector corrector corrects the motion vector of the current block based on the motion vectors of blocks surrounding the current block in response to the detection result of the pattern detector.
