PURPOSE: A photovoltaic device including an in-situ electrochemically polymerized conducting polymer composite layer and preparing a method thereof are provided to obtain an excellent photoelectric effect by using a p-n junction type inter-penetrating network polymer composite layer. CONSTITUTION: A photoelectric element includes a transparent substrate(3), a transparent electrode(4), a composite layer of an electrical conductive polymer and an n-type polymer formed on the transparent electrode, and a metal electrode(5). The electrical conductive polymer is formed by an electrochemically polymerization process of an electrical conductive monomer.
