PURPOSE: Provided is an electrode catalyst for fuel cell supported by HCMS which shows higher catalytic activity than preexisted catalysts like Pt or PT-Ru so that it possibly improves the capacity of the fuel cell. CONSTITUTION: The production process of the electrode catalyst for the fuel cell supported by the HCMS comprises the steps of: (i) dissolving aqueous metallic salts with catalytic function in water; (ii) putting underwater slurry of spherical carbon capsule structure which consists of macro hollow core and mesopore into a reaction vessel and mixing with the aqueous metallic solution; (iii) adding water and diluting to keep aqueous metallic salts to be 1-3mM in concentration; (iv) adding basic and acidic solution to adjust pH of reactive solution to be 8-9; (v) adding reductant to reactive solution to reduce catalytic active metal; and (vi) fixing the reactive solution, precipitating catalysts, separating upper solution and washing precipitates to recover the catalysts.
