PURPOSE: A resource scheduling device and a method in a radio communication system using a multi-user MIMO(Multiple Input Multiple Output) method are provided to suggest an MAC layer operation which supports a resource scheduling operation, thereby minimizing a delay during the resource scheduling operation while magnifying a system transmission efficiency. CONSTITUTION: A scheduler(211) operates at both MAC layer(210) and physical layer(220), so that the MAC layer(210) and the physical layer(220) can recognize CQI(Channel Quality Information) of a forward channel fed back from MSs(Mobile Stations)(230,260). The scheduler(211) adaptively assigns resources to the MSs(230,260). A pre-MAC processor(231) generates CQI of the MS(230) to feed back the generated CQI to a BS(BaseStation)(200), while a pre-MAC processor(261) generates CQI of the MS(260) to feed back the CQI to the BS(200).
