PURPOSE: To provide a composite carbon aerogel membrane capable of being utilized in a desalination process and performing deionization and membrane separation at the same time, a preparation method of the composite carbon aerogel membrane, and a desalination system for removing unnecessary facilities and improving desalination capacity by improving an existing desalination process. CONSTITUTION: A preparation method of a composite carbon aerogel membrane comprises the steps of: preparing a sol solution comprising resorcinol, formaldehyde, solvent and catalyst; dipping a porous membrane into the sol solution, thereby coating the sol solution on the surface of the membrane or filling the sol solution into pores inside the membrane; obtaining a wet gel by gelling the sol solution coated on the surface of the porous membrane or filled into the pores inside the porous membrane; reducing pore water in the wet gel with an organic solvent; and drying and heating the porous membrane. A desalination system comprises: at least one pair of carbon aerogel membranes; a power supply part(120) for supplying a power supply to the one pair of carbon aerogel membranes; a flow supply part(130) for supplying seawater or wastewater into a space between one carbon aerogel membrane to which a positive electricity is impressed and other carbon aerogel membrane to which a negative electricity is impressed; and a water intake part(150) for taking in freshwater that is deionized and membrane separated through the one pair of carbon aerogel membranes, wherein the one pair of carbon aerogel membranes are formed in a shape of tubes having different diameter sizes.
