PURPOSE: A steering wheel operating device for preventing secondary shock in theft of a vehicle and accidental collisions is provided to prevent vehicles from being stolen by inserting a steering wheel into a placing hole of an instrument panel in stopping an engine and to reduce injuries of drivers by preventing secondary shock caused by the steering wheel by moving down the steering wheel. CONSTITUTION: A steering wheel operating device for preventing secondary shock in theft of a vehicle and accidental collisions is composed of a steering wheel(10) having a center plate, knobs mounted at both sides, and upper and lower sides formed like a circle that is cut rectilinearly; a motor(20) for separating or contacting the knobs from/to the center plate; an upper steering shaft(30) having an upper end to which the center plate is fixed; a moving shaft inserted into the upper steering shaft and a lower steering shaft(40) and rotated by the motor to lift the upper steering shaft; a column jacket(60) fixed to a vehicle body to embed rotatively the lower steering shaft; a placing hole(70) disposed on an instrument panel(IP) to fit and place the steering wheel in moving down the upper steering shaft; and an ECU(Electronic Control Unit,80) for rotating forward or reversely the motor to separate the knobs from the center plate at the same time as the upper steering shaft is lifted in starting an engine, and to move down the upper steering shaft and contact the knobs to the center plate in stopping the engine or a collision.
