TELECOMMUNICATION SYSTEM USING SINGLE-RATE CHARGING SERVICE, AND SINGLE-RATE CHARGING APPARATUS AND METHOD THEREFOR

A telecommunication system using a single-rate charging service for a telephone service, and a device and a method for processing the single-rate charging system are provided to apply a single-rate charge to a service user by analyzing a use propensity characteristic of the service user. A local exchange(10) generates charging information of a service subscriber by connecting with the telephone. The CAMA(Central Automatic Message Accounting)(20) manages information including service call use charge details, a service call time, and a call number of the subscriber by collecting the charging information from the local exchange. A single-rate charge processor(30) analyzes service use propensity/distribution of the subscriber by collecting the information of the subscriber from the local exchange, calculates a standard call number and a standard charge of the single-rate charge by selecting a service group to apply the single-rate charge, and offers it to the local exchange and the CAMA.
