A member information storage(130) stores ID information of the shopping mall server and the auction server registered as a member, and right assignment standard information. A transaction information storage(140) stores transaction information including the ID information of the shopping mall server and a buyer, contact information of the buyer, and a sold goods name received from the shopping mall server. A bidding right assigner(150) generates auction joining right information corresponding to the ID information of the buyer.
