A method for controlling congestion in an ATM network is provided to set a congestion-prevent threshold value, and to request a traffic rate to be reduced when traffic statistical information exceeds the threshold value during a service, thereby preventing congestion while guaranteeing voice QoS. An ATM switch decides whether a traffic statistical value exceeds a congestion-prevent threshold value(S10,S12,S14). If so, the switch transmits information showing the exceeded statistical value to a receiving end(S16). An ATM switch of the receiving end sets a congestion experience display to be on, and transmits an ATM cell of an AAL5 PDU type whose congestion experience display is set to be on to other receiving end(S18,S20,S22). The other receiving end requests a transmission end to reduce a traffic rate(S24,S26). The transmission end reduces the traffic rate(S28), and transmits information showing that the statistical value is less than the threshold value(S30,S32). The ATM switch of the receiving end sets the congestion experience display to be off, and sends an ATM cell of an AAL5 PDU type having the off display to the other receiving end(S34,S36,S38). The other receiving end requests the transmission end to increase the traffic rate(S40,S42).
