A developing tool for producing contents of intelligent robots and a developing method using the same are provided to program the intelligent robots based on the multimedia, and effectively control the hardware and a display unit of the intelligent robots. A user edits contents to be displayed on a contents screen area(101). A time line area(102) is divided into two areas for displaying a list of window layers and displaying a frame and an action block. A robot action layer(103-109) includes a fixed layer for controlling the robot and a general layer for displaying a general object. A static object information window(112) registers information for robot action, voice synthesis, and voice recognition.
